Job Description

Position Title: Director of Special Education

Salary Grade: Salary and work years to be determined by contract

Reports to: Superintendent

General Summary:

Under the direction of the Superintendent, the Director of Special Education is responsible for the leadership, administration, and supervision of the district special education program’s daily operational functions and services. Directing the planning, delivery, assessment, and ongoing improvement of special education programs, this position formulates and interprets policies and procedures; ensures compliance with state and federal regulations; administers a budget; and supervises departmental personnel.

Coordinates the district’s compliance with its responsibilities under Section 504 of the Rehabilitation Act of 1973 which prohibits discrimination against students with disabilities and requires their needs to be met.

Essential Duties and Responsibilities
  • Provides leadership and vision to ensure continuous organizational development and improvement.
  • Keeps abreast of community services and resources; develops partnerships with parents, businesses, organizations and other agencies in order to build awareness, develop support, and share resources.
  • Collaborates effectively with District staff, families, special education teachers, and the community for the purpose of planning, developing, implementing, maintaining, and evaluating education services and/ or programs.
  • Implements conflict resolution skills in a variety of situations with staff, families, and the community.
  • Sets staffing levels for school special education programs for the purpose of providing services with fiscal efficiency.
  • Directs personnel, for the purpose of delivering services that conform to established guidelines.
  • Develops proposals, new programs, budgets, and grants for the purpose of meeting the District Stategic Plan and goals.
  • Evaluates District and school Special Education programs and monitors the implementation of special education and compliance with regulations in each location, for the purpose of carrying out and achieving objectives within the area of responsibility.
  • Facilitates meetings and processes, for the purpose of implementing and maintaining Special Education programs and services of the district which achieve desired objectives.
  • Implements assigned programs and/or projects for the purpose of conforming to district and state curriculum and/or instructional objectives.
  • Manages fiscal resources from District funds and special education grants, prepares budgets and directs spending, and monitors the maintenance of effort, for the purpose of fiscal efficiency in providing required services.
  • Prepares documentation and reports data for the purpose of providing written support, conveying information and complying with Federal and State regulations.
  • Communicates information on programs, services, and regulations to school personnel, parents, the Board, and other districts for the purpose of understanding the programs.
  • Recruits, supervise, and evaluate District-level special education staff.
  • Manages special education complaints, for the purpose of providing required services.
  • Coordinates with outside agencies to provide services to students and staff, for the purpose of offering appropriate services.
  • Directs the Medicaid Administrative Claiming process and direct billing of Medicaid-eligible special education services provided by the district, for the purpose of gaining fiscal resources.
  • Supervises the training of special education instructional assistants for the purpose of assuring well-trained personnel.
  • Writes drafts of District Board policy for special education as is needed or required, for the purpose of assessing program consistency and compliance with state and federal rules in all locations.
  • Maintains a high level of knowledge regarding developing special education issues, changes in the laws and case law, and educational methods of educating students with disabilities, for the purpose of managing an excellent special education program.
  • Incorporates policies and procedures in accordance with laws and regulations. Ensures that all practices in the district are legal and ethical for each student/family so that each child has the opportunity to achieve at a high level and be prepared for post-secondary success.
  • Expertise in due process procedures and required documents.
  • Monitors staff caseloads and student progress.
    Coordinates 504 programs for the district.
  • Collaborates with District personnel as it relates to Dyslexia for the schools and district.
  • Assists in recruitment, selection, and recommendation for the hiring of special services personnel.
  • Develops and maintains complete and cumulative individual records of all children receiving special services or enrolled in special classes.
  • Assists in the adaptation of school policies to include special service needs.
  • Keeps informed of all legal requirements governing special services.
  • Obtains funding for the individual school district from state and federal programs to include Medicaid.
  • Submits program documentation for approval and applies for grants, submits budget, financial reports, and prepares and submits program reports to agencies.
  • Keeps supervisor informed of special services policies, initiatives, programs, and issues.
  • Perform other duties as assigned by the Superintendent.

    Education and Experience

    Minimum of Master Degree as a Special Education Specialist with an accredited educational institution.

    Other requirements per job description:

    Experience Three years of successful teaching/administrative experience with proven Special Education understanding and classroom performance expectations.

    Certificates & Licenses:
    Valid Arkansas teaching certificate or license in a job-related field to comply with the necessary requirements to meet the position’s essential duties and responsibilities.

    Must be able to sit for extended periods of time.
    Must be able to have repetitive wrist/hand/finger movement to work on the computer and/or related office equipment.
